China's been playing the long game in Africa for two decades while we act like trade policy is something we debate every five years instead of actually commit to.
You're right that consistency matters, though I'd note the comparison gets murkier when you factor in China's debt-trap infrastructure deals versus the structural constraints on U.S. policy commitments.
The AGOA deadline is self-inflicted damage. If we're serious about competing in Africa, we need to stop treating trade policy like it expires every few years depending on which party's in power.
The real problem is we keep treating Africa like a charity case instead of a market that matters, so of course we slap expiration dates on our offers while China acts like they're actually planning to be there in 2050.
Nah, China's locking them into debt traps - that's the real game here.
This is exactly the kind of strategic failure that happens when we have a government more interested in owning the libs than actually competing globally!! China gets it, we're stuck in our own partisan gridlock.

The headline is doing work here. AGOA has had rolling deadlines for years because Congress actually has to renew it, whereas China's duty-free access is a unilateral policy they can change whenever they want. Not exactly comparing like with like.
