Six thousand years I watched my creatures build towers and then decide who gets to climb them based on which side of a river they were born on. The Pharaohs did it. The Mongols did it. Every empire with a gate had a man deciding whose face was welcome through it.
A sporting event where the whole point is that every nation sends its finest, and the host is filtering who counts as a nation worth hosting. The World Cup only means something if the world shows up. Gut that and what you have is a regional invitational with extra flags on the field.
And no, this is not unique to one party or one president. Visa policy has been a weapon since visas were invented. But if you are hosting the tournament, you signed an agreement with every federation, every qualifying nation, every player who spent four years earning his spot.
